Please be advised, (as I have stated repeatedly since January) that the currently issued Mil-Spec CLP weapons lubricant is a sub-standard product for combat operations. I have also advised you, that continued use of this sub-standard product will get someone injured or killed.
Please act on this promptly, before more of our combat troops get injured or killed from a defective product.

Remember the Navy Seal who fell from the CH 47 and died in Afghan ? The fall did not kill him. He lived through that and got into a firefight with local Al Quaeda/Taliban forces. The investigation revealed that the Seal's weapon jammed ( poor lubrication) and he was eventually overrun. Some local tribesmen turned in the body and the weapon soon after the fight.
That is how the government determined it was poor lubrication and a jammed weapon that was the proximate cause of death.
Lots of people asking me about MILITEC now. hmmmmmmm.

Coast Guard Switches to MILITEC-1 Weapons Lubricant
(1) On August 28, 2001 RADM H. E. Johnson released ALCOAST 364/01, an advisory authorizing MILITEC-1 (a synthetic gun oil) and Insight (a gun cleaner) to replace the earlier all-in-one product, Mil-Spec CLP (Cleaner, Lubricant, Preservative). This exception to PMS applies to all CG-owned weapons smaller than .50-caliber .
(2) Justification for this deviation to PMS was for operator safety concerns. Excessive material build-up in the firearm was a contributing factor justifying this advisory.
(3) Federal Law Enforcement agencies began replacing all-in-one products with two separate products as early as 1988. CLP was considered inadequate. Better results were obtained using a cleaner to prepare the weapon and MILITEC-1 to lubricate it.
In addition to the Coast Guard, the Federal Agencies listed below currently use this two-step procedure on their weapons. These agencies are aware that other government agencies may contact them as "referenced users" of MILITEC-1. For complete contact information, see below.

(5) The National Rifle Association issues MILITEC-1 to all attendees of their Law Enforcement Schools.
(6) Starting with Desert Storm, and in every conflict since, rush shipments of MILITEC-1 have been ordered directly by our forces using their Impac Cards, and also through the Defense Logistics Agency (DLA), which manages MILITEC-1 through its supply system.
Our forces are going into one of the most inhospitable terrains on the planet. MILITEC-1 allows small arms to be fired (dry-lubricated) at least one thousand rounds with no build-up of dangerous materials and no sand or debris retention that could cause a failure to fire. This technology was proven during Desert Storm and Kosovo.
In combat, there are no second chances. Ninety-nine percent (99%) reliability is not good enough for small arms. It must be one hundred percent (100%). One jammed weapon is not an option where our troops' lives are concerned. MILITEC-1 can and will enhance the combat readiness and mission capability of our Armed Forces in this time of war.

In reference to a previous message from Militec, Inc., dated 24 JAN 02 (listed below), we must once again draw your attention to a situation that threatens the safety of our troops.
The current small arms lubricant, mandated by Picatinny Army Arsenal, and generically referred to as "CLP" is inadequate for its intended purpose. It was adopted decades ago and represents old, dangerous technology. Our War-fighting Troops' Lives are in Danger unless Your Office Takes Action Promptly.
Our product, MILITEC-1, represents the highest level of technology that The US Secret Service has Mandated since 1992. The FBI and a host of other Federal Law Enforcement Agencies also Mandate MILITEC-1 for Weapons.
The differences between the two Weapon Lubricants are dramatic:
The conclusion is inescapable: Combat Troops lives are endangered by the continued use of CLP.
For example, in a helicopter troop deployment, the blowing dust and sand are immediately trapped by the wet CLP gun oil. The weapons are dirty and Gummed-Up even before the troops have found cover. Troops in this situation are in critical danger having their weapons jam.
The same advantages of MILITEC-1 over CLP apply in rain, snow, tropical heat or sub-zero temperatures - even underwater. MILITEC-1 weapons perform in and under all environmental conditions. Minnesota State Police rely on MILITEC-1. In their tests, the CLP M-16's froze over night. MILITEC-1 M-16's did not freeze under the identical tests. With MILITEC-1, there is No Oil on the Weapon to cause a Freezing of the Action to the Metal.
MILITEC-1 also provides corrosion protection sufficient for the US Coast Guard to adopt it as their small arms lubricant.
Many Federal Agencies are currently using MILITEC-1 and have done so since 1988. The POC's listed below will attest to the efficacy of MILITEC-1. They have been advised that contact may occur on this subject. Furthermore, certain referenced POC's will be copied and/or emailed.
We feel very strongly that a Prompt Investigation into the facts will convince ( your office) to effect a rapid and complete recommendation for the transition to MILITEC-1 as the standard issue small arms lubricant for our War-fighting Troops.

There is a continued Life-Threatening situation that certain Combat Forces have to contend with.
A good majority of our Forces are required to use the 22-year-old Mil-Spec CLP oil to lubricate/clean their small arms. This is a dangerous product for our forces to use. Problems are cropping up left and right due to small arms failure. No secret.
I have twice alerted the DoD IG about this problem. The entire message is attached.
If action is not taken immediately, more troops will get injured and killed due to small arms malfunctions.
Civil Servants at AMC have blocked our product, MILITEC-1 Synthetic Metal Conditioner, since 1989. This was/is being done, even though the majority of Federal Law Enforcement Agencies have approved MILITEC-1 for use. The Secret Service, State Department, DCIS, FBI, Postal Inspectors, INS and others, including the newly created Sky Marshals, all use MILITEC-1. They don't use Mil Spec CLP oil.
Our Company has been severely damaged by AMC's disregard for our life saving product. Your help in this matter would help our Forces and our Company. Our Government cannot afford another INS type of fiasco. This can be prevented.

Both of my messages, to your office, clearly states severe problems we have encountered with AMC, since 1989. I am confused and sincerely distressed that you have ignored the text of my messages, which are included below. I contacted you believing (at a minimum) a prompt investigation into the facts were warranted.
Please recall, when our Forces arrived in Afghanistan, (and reported by ALL Major Networks) they were forced to clean their gummed-up weapons, even though they have not fired their "wet weapons". This is dangerous and insane!!
We are not asking for an order; we simply want to be treated fairly, and help protect our Forces that are in danger, using the required "Twenty Two (22) year old Mil-Spec CLP weapons lubricant technology".
I am respectfully asking you for the "third time" to help our Forces, so at a minimum, they have a choice in a weapons lubricant that will enhance their first line of defense/offense.
I hope to hear from you this week. If not, I will be arriving in Washington in two weeks (from California) and will file Felony Complaints against certain individuals that are continuing to abuse and threaten the safety of our Forces. Please don't take this as a threat, it's a promise.

I received your May 7th message, which is the reply to my April 19th letter ( which included the appended DoD IG messages ) to the Secretary of Defense.

In my message to your office dated January 24, 2002 ( which was not answered directly) I identified, Rex Powell, who works for The Army Material Command. "Rex Powell, of Picitinni Army Arsenal, has been fighting to keep us out of the system since 1989". "This position will get someone Injured or Killed".
Please contact the Army Inspector General Office. We have filed several complaints with the Army IG. This will prove misconduct against AMC. Eighteen Members of Congress wrote a Joint letter to Secretary Perry concerning, why, The Army Material Command was trying to cancel our Lawfully issued National Stock Numbers. Not only were our National Stock Numbers reinstated, additional NSN's were issued. This elevated AMC's misconduct to block our every move. AMC's actions got so desperate, that Maurice LePera ( now retired ) even called WMAL Radio Station complaining about our radio advertisement. This was also reported to the Army IG.
One of the most egregious acts committed against, MILITEC, INC. was perpetrated by the Lab Manager, Mr. Steve Waylan, of Picitinni Army Arsenal. Mr. Waylan, falsified Lab tests that were being conducted in order to Characterize MILITEC-1. I brought this misconduct up, repeatedly to, Paul Trembly, who works with Rex Powell and Steve Waylan. After they insisted their tests were performed at the highest standards, MILITEC, INC. paid to have the tests duplicated by Petrol Lubricants Test Labs in New Jersey. As we knew, based on AMC's faulty data, these tests were falsified and misconduct had definitely occurred. Once we furnish AMC with those independent tests, they accepted them. Paul Trembly, wrote us a letter stating, " The machines were not calibrated and we had used faulty parts".
I continue to pray "The System" can correct this injustice to our Forces and our Company, without outside involvement. I am still holding out hope that your office will help our Military Forces that are in Danger and our struggling company.
I also pray that the Inspector General Office's can police itself.

In my message to you dated May 10, 2002, I made an error concerning the joint letter from eighteen Members of Congress to, Secretary Perry, dated March 17, 1995. It was nineteen Members of Congress, not eighteen Members. I am very sorry for the mistake. We take pride in knowing that our facts are correct.
In their March 17 letter from Congress, they wrote, " Further, this solution is consistent with the letter and sprit of your June 29, 1994, memorandum on procurement, and with the recent action of Congress in passing the Federal Acquisition Streamlining Act. In short, why should the Armed Services be prevented from using a product used effectively by the Secret Service and mandated by the DEA? If MILITEC-1 is available to protect the President, should it not be made available to protect our Soldiers, Sailors and Airman"
" We strongly urge you to direct the implementation of the accord originally negotiated by NAVSEA and DLA and so inform the Committee on National Security".
I would also like to point out, Beretta, the manufacture of the mandated M-9 side arm, uses MILITEC-1 in their service department and advises against using Mil-Spec CLP oil. Beretta purchases MILITEC-1 from us on a regular basis and issues MILITEC-1 to all of their attendees at their armor school. This alone, should have allowed AMC to approve MILITEC-1 for small arms use. Furthermore, several other Military Manufacturers of weapons to DoD include a bottle of MILITEC-1 with every weapon they ship to the Military, including weapons used in Afghanistan. Defense Logistic Agency, (DLA) also orders MILITEC-1 from us, especially during conflicts, including this one.
As I stated in my April 19 letter to, Secretary Rumsfeld, the newly formed Sky Marshalls, have also approved and have ordered MILITEC-1. We receive orders from all Federal Law Enforcement Agencies, and once again, practically all of them use the two-step procedure that includes MILITEC-1.
I will be arriving in Town, next week, and would like to meet with you, or an appropriate individual (s) at the Army Material Command, either Wednesday or Thursday. As I have stated previously, we simply want to be treated fairly and help our Forces that are in danger. My cell phone is 909-560-0882, office 301-893-3910
Let me put it more simply, we respectfully request AMC to promptly approve the use of MILITEC-1 for DoD small arms and stop bashing us. Additionally, and with all due respect, this is not rocket science.

I recently went through boxes and boxes of our Military files dating back to, 1988. Since 1988, there has never been a complaint, or problem from any Military user about our product, MILITEC-1. After reviewing the files, particularly from the Army, I wonder why I haven't filed a law suit. The reason is, I am still holding out hope the system can and will correct itself. However, after reporting that "Certain Forces are in Danger" to your office on January 24, 2002 and your response on April 26, 2002, which was in response to my second message ( which was appended to my first message ) to your office dated February 1, 2002. Your reply completely ignored the text of my message. In fact, you stated, "Dear Mr. Giordani this is in response to your February 1, 2002 e-mail in which you suggest the Department of Defense purchase your product, MILITEC-1". " The U.S. Army Material Command (www.amc.army.mil) procures products such as MILITEC-1. I suggest that you contact that organization for further information. The troubling part of your first message is, this is the organization that I complained to your office about. Furthermore, I was not suggesting that the Department of Defense purchase, MILITEC-1.
