Currently, Mil-Spec CLP is the primary lubricant approved and listed in small arms training and maintenance manuals issued under AMC authority for DoD.
We request that the Army include MILITEC-1 Synthetic Metal Conditioner as an approved alternative small arms lubricant in those manuals and in the Army Log. Precedent has already been set for inclusion of other alternative lubricants such as LSA. We respectfully request that MILITEC-1 be included as an alternative small arms lubricant for safety, performance and reliability reasons.
We base this request on the following factors:
(1) On August 28, 2001, the United States Coast Guard authorized the use of MILITEC-1 instead of Mil-Spec CLP to lubricate all CG-owned weapons smaller than .50-caliber. This was done following extensive internal research and testing, which indicated that CLP was a contributing factor for weapons problems they had experienced.
(2) Federal law enforcement agencies began using MILITEC-1 as early as 1988. The federal law enforcement agencies listed below currently use MILITEC-1 and advise against using CLP. POC information will be supplied upon request:

(3) CLP-type products, which claim to be a cleaner, lubricant, and preservative in one single operation, have been considered inadequate by various weapons manufacturers and federal law enforcement agencies. Even though using separate cleaning and lubricating products may require extra effort for the first application, the increased reliability of the weapon and the safety of our forces are well worth it. For these reasons, most military weapons contractors recommend against CLP in favor of using MILITEC-1. The following weapons manufacturers formally recommend MILITEC-1, and some issue it not only to selected customers, but also to attendees of their factory-sponsored Law Enforcement Training Schools.

(4) Starting with Desert Storm, and in every conflict since, including Kosovo and Afghanistan, rush shipments of MILITEC-1 have been ordered directly by our forces, by DLA, and through Central Command. Using their discretionary funds, individual military units have placed orders for MILITEC-1 with Impac Cards, with personal credit cards, and through the Defense Logistics Agency (DLA), which continues to manage MILITEC-1. This demonstrates that MILITEC-1 is in no way a "controversial" or a "new" lubricant. MILITEC-1 Synthetic Metal Conditioner has stood the test of time among federal law enforcement agencies and elite military units.
We respectfully request that the Army Materiel Command approve the use of MILITEC-1 as a small arms lubricant in the AMC supply system.
